Not In Service

I have noticed a lot of buses dring around with this destination printed on their fronts. I would have thought this must be a popular bus route with so many buses driving the route, however, the buses are always empty.
(Except or the driver, of course. Can't have ghost buses driving around. Unless they're pirate ghost buses- Jinkies!)

I often wonder why this is.
